Start a Figma for the dashboard

We'll need a dashboard for the app.  somewhere folks in need will see for the first time.  This could have the feel of a wayfinding kiosk.  Some big clear buttons that would lead them to various apps like resource directories, chat, check-ins, etc.  A clear spot for notifications might be nice as well.
