Increase size of manipulation window

the attribute manipulation window (under the manipulation tab for SPs, IdPs, and RPs) is quite small:

Improve the size of this screen by:

• The user should be able to collapse the top explanational comments:

• It should resize to fit all text (so the page can become longer than the screen and scroll). The internal editor-element should never have a scrollbar.
