More flexible ways to compare multiple areas #266

A number of user requests:
In the Sub Scotland Economic Statistics Group meeting held in September 2025, Adam O’Sullivan asked about combining local authorities for custom regions. Sofia said it is currently not possible within ELS, but ONS to consider this as a user need
ELS doesn't allow them to compare areas in the way they want to, e.g. they want to be able to compare all of their districts, against the Gloucestershire figure, SW and England and Wales.
Possible other things to consider:
- "sticky" local storage to the feature request - ways to maintain selections over visits for those who use the tool regularly.
Outside the scope of ESS, but potential for a sister product. Hackathon? Something to consider.
