[FEATURE] Add project repair functionality

Sometimes a project may contain a reference to an invalid palette, or no project ID. 

Add a method to repair a project, with a scope that it can be expanded on in the future.

Initially the functions provided would be:
- Fix incorrect palette references in tile map tiles.
- Ensure a project has an ID.
