More advanced mixing algorithm for WHs #190

There is a more advanced (and more accurate, according to a WH manufacturer I've been talking to) algorithm for mixing of nodes in a WH tank that we could look into implementing: https://www.mdpi.com/1996-1073/14/9/2611 ORNL developed the model a few years ago and it's flow rate dependent, with different mixing for "charging" and "discharging" (AKA reheating vs. drawing). Possibly relevant for the PCM HPWH project, but it'd also be nice to have something a little more accurate.
We'd for sure want to put this on a flag and make it optional (not even sure we'd default to it if we want to match EnergyPlus), but it'd be really cool to do this more accurately.
