ZAP Search - Display new Request for Appeals Board Review ad-hoc milestones

As a public user, I want the new Request for Appeals Board Review ad-hoc milestone displayed on the public project page, so that I follow the project's application process.

1. Display the new Request for Appeals Board Review ad-hoc CRM milestones when the milestone meets the below criteria.
2. Milestones should be ordered by the planned start date in chronological order when project associated milestone’s Milestone Status Reason [statuscode] = Not Started.
3. Display the following details when the Milestone Status Reason [statuscode] = In Progress.
   a. Actual Start Date [dcp_actualstartdate]
   b. Planned Completion Date [dcp_plannedcompletiondate]
   c. CRM Outcome [dcp_milestoneoutcome]
4. Order milestones by the actual start date
   Display the following details when the Milestone Status Reason [statuscode] = Completed.
   a. Actual Start Date [dcp_actualstartdate]
   b. Actual Completion Date [dcp_actualenddate]
   c. CRM Outcome [dcp_milestoneoutcome]
5. Order milestones by the actual start date
   Do not display the "Ad-hoc - " portion of the CRM milestone name [dcp_milestone].
6. Display the following tooltip text when the user selects the information icon - The Applicant and the Affordable Housing Appeals Board have five days to review the City Council’s decision and request a call up or appeal.
