CoY PLUTO fields

Project Description

The project involves adding the following fields to the end of PLUTO and MapPLUTO:

1. MAXIMUM ALLOWABLE MANUFACTURING OR INDUSTRIAL FAR (ManuFAR)
2. MAXIMUM ALLOWABLE AFFORDABLE RESIDENTIAL FAR (AffResFAR)
3. TRANSIT ZONE (TrnstZone)
4. MANDATORY INCLUSIONARY HOUSING AREA (MIHArea)
5. RESIDENTIAL ZONING DISTRICT EQUIVALENCE (ResDistEq) could potentially be added to PLUTO, but this information could also be included in DCP Zoning District Layer. DE and GIS teams please meet with the business stakeholders to discuss use cases for this data to determine if this field should be added to PLUTO or not.

The FAR related columns come from an existing lookup table which is already used for other FAR related columns.

Logic for Transit and MIH Area will be similar to existing "most overlapping" logic.

discussed some details of adding a ResDistEq column with @croswell81 yesterday

• haven't confirmed it's a high priority for users yet, should remain the lowest priority of the five columns here
• would be based on the details of the non-residential districts on the DCP website (e.g. Commercial Districts: C5)
• should probably be based on a lot's zonedist1 and mapped via a lookup table (csv -> dbt seed model?)
