DRY out code to set url pointing to edm-publishing bucket

This URL should be constructed by digital ocean client file. Right now it's set separately in helper files for [devDB](https://github.com/NYCPlanning/data-engineering-qaqc/blob/02f35abfc85070fbca1530f3c3b57ee0db2d45fa/src/devdb/helpers.py#L175), [facDB](https://github.com/NYCPlanning/data-engineering-qaqc/blob/02f35abfc85070fbca1530f3c3b57ee0db2d45fa/src/facdb/helpers.py#L31),  [pluto](https://github.com/NYCPlanning/data-engineering-qaqc/blob/02f35abfc85070fbca1530f3c3b57ee0db2d45fa/src/pluto/helpers.py#L17), etc.
The URL in question looks like `https://edm-publishing.nyc3.digitaloceanspaces.com/<etc>`
