Should add a sanity check for searchfox downloads

--target searchfox doesn't make sense without --searchfox and vice versa. We already imply --target searchfox when --searchfox is passed. We should give a helpful error message suggesting that --searchfox is what the user wants if --target searchfox is given alone.
