Add support for Folia (Multi-thread Paper Fork)

Greetings,

Recently PaperMC has added a new fork of Paper which is currently only available to those who compile it.

There is a fork at https://github.com/SirBlobman/Vault-Folia that already supports Folia but it would be nice if it was officially supported.
