Please add support for rfc6613 and rfc6614

In modern RADIUS implementations makes sense to support:
rfc6613 - RADIUS over TCP
rfc6614 - Transport Layer Security (TLS) Encryption for RADIUS

Thank you for raising an issue - looking through the RFC list I made a while back, these two were not there, so that's probably a small oversight on my side

Would you mind giving a list (at least a few points) of items which are missing and I'd kick the work once I'm back :)
[I gave RFC-6613 a brief read (currently away from my workstation for a good few weeks) and not sure what is missing in the current implementation to enable RADIUS over TCP]
