[Question] What is this visual effect?

MC 1.19.2

It seems to be focused on the Environmental Controller block and disappears/reappears depending on whether it has modules installed or is powered. I figured it's probably RFToolsUtility related, but I'm not sure. This is on ATM8 which I slightly modified, this is the modlist.

If it is from RFToolsUtility, there any way to toggle/disable this effect?

This seems to be the visual that's supposed to be inside of the Environmental Controller block, getting offset by the player's view angle.
