Layers view (was Disable layers from OpenStreetMap) #858
Description
OpenStreetMap loads all the map data. Often more than we want.
It would be nice to have a dialog box that allows layers to be turned on or off.
It would be nice if this "layers view" was available for all parts of the app, not just OpenStreetMap.
It should be a dockable window.
