Use terminus-github-actions to setup Terminus instead of our own installing

With pantheon-systems/terminus-github-actions#17 landed, I think we can reduce what this action does a bit because there's a bit of duplication now. Plus we can just pass on installing Terminus to another action from our action.

Also make sure we are including the ability to pass along what terminus version to use via input parameters.
