Localization support

If not all locales, but at least Russian.
Preferably dynamic, maybe via gettext (if available on platforms). MVP is real close and after that I'd like to have localization.

So gettext, like anything GNU on Windows is a small PITA to get working. The runners would also have to acquire prebuilt binaries to compile .po's to .mo's, as they're platform/arch/whatever specific, apparently.

Other alternatives don't look that promising either, the likes of boost::locale for example.
