setuptools > 58.x.x deprecated use_2to3 option

setuptools' `use_2to3` option has been giving deprecation warnings for over a year now, but as of version 58.0.0 (2021-09-04) it is fully deprecated and thus immediately fails the install.

Salient bits of the pip install error messages are:
