PS3 Controller Not connecting

This has happened a few times, making an issue in case we get the time to fix it:

1. Fetch is on (probably for a while) and charging on its station, controller disconnected.
2. We want to teleop the fetch around, so we press the PS3 center button to turn on the controller.
3. Controller never connects.

Current workaround is to restart the fetch, turn the PS3 controller on again, and it eventually connects. Would be nice for it to connect without restarting though.

Hitting the e-stop on the side and releasing it also seems to work (sometimes?).
