Export and offline edditing of Question Lists

It would be advantageous to be able to edit question sets offline.  This is currently possible with the questions which are exported as a single XML file, but the activity export results in a compressed archive which appears to be incompatible with new versions of moodle.

This may or may not be feasible at all
