Notifications module does not display new notifications

So when I use default template in Notifications module I see notifications and if updates without refreshing page. so it works perfect.

But if I switch to bootstrap template it does not display anything.

Has anyone else tested this module before?

another problem is that even if I set default template only admin is able to see this module, registered user does not see module.
