Update docs based on zendesk tickets

Arising from zendesk tickets:

1. Transactions in each quarter are being split by different aid earmarking codes in the bulk downloads, but this column isn't included so it looks odd. Add to FAQ for now as this is a prototype service.
2. Add some text on double counting from the existing CDFD guidance doc, OR add something more general to the IATI website. There isn't anything "official" and up to date for support to point to at present

I'm slightly wary of creating multiple docs sites and fragmenting things. Did we learn more about the RTD base URL and subsites etc @jarofgreen ?

As a first step, I think we should get content out of PDFs and into text formats that we can edit, move around and analyse more easily. Once everything is RST, it's much easier to move around as we develop our IA.

I think it makes sense to have guidance on double-counting in IATI data in general somewhere central. That could be in the "How to use IATI data" section of the website, for example. Or, that could be signposting to materials elsewhere.

Then, advice on making the most of CDFD specifically could link to that guidance (and perhaps summarise it?), then go into specific strategies for dealing with it in CDFD. Likewise, the central content could link to the tool-specific content.

Ultimately I think it would make sense to bring more of the information about working with IATI data more closely together, to make it easier to move fluidly between information about specific fields, ways of approaching the data, and advice that's relevant for multiple use cases. I'd like to see that proceed in the upcoming website work, but it's not clear if we'll be able to do that.

Did we learn more about the RTD base URL and subsites

This is mostly an administrative question that arises out of some particular nuance of how ReadTheDocs manage their platform. We can choose between docs.iatistandard.org/countrydata or docs.countrydata.iatistandard.org but the actual sites that exist in each place would be the same, with their own navigation etc.

The plan, in as far as we have one, is to have a single site that describes the Unified Platform Data Pipeline where we can document in one place anything about the data that gets loaded into tools. That's where we can describe things like validation, multiple activity IDs, and eventually things like currency conversion. It might make sense to start to add some broader "things you should know about IATI data" in there, or it might not.
