Upgrade `guzzlehttp/guzzle` dependency to ^7.0.

Hello!

The package relies on guzzlehttp/guzzle 6.x which went EOL in 2023, so it's no longer receiving security updates. Which isn't great. 😃 Also, it makes it hard (read: impossible) to reconcile dependencies with codebases using 7.x (the current active version.) That's also not great. 😃

The good news is I reviewed the code and it doesn't suffer from any breaking changes, so it's a simple update.

Hello @TMFHokies , we have reviewed your request and have updated our PHP enforcer's minimum PHP version to v7.2.5 in order to use guzzle 7.x. This will require an update on your end to the PHP enforcer v4.0.0 which is now available.

Hey @DorAshkenaziHuman, thanks for updating the guzzle package.

Would it be possible to bump psr/log to at least version 2, or maybe move it to a dev dependency? That would make the enforcer a lot easier to install in Laravel/Symfony based projects, since monolog/monolog requires psr/log ^2.0 || ^3.0.

Hello @kalidassweb, we are currently working on a version of our PHP enforcer that changes the composer requirements for the psr/log dependency to psr/log ^1.0.2 || ^2.0 || ^3.0. That way the minimum PHP version can still be 7.2.5, using psr/log ^1.0.2, but you could use psr/log v2 for your needs.
