CLEANUP: Is page_action #1
Description
Is page_action treated as button_action in Chrome (>= 48.0.2564.nn) ? It looks like all page action icons that used to appear conditionally in the omnibar now all appear as regular extension buttons. If so, should we update to use button_action instead?
Note: Nothing is broken in our OpenViaUCSF extension; it just changed appearance.
