Document voice selection best practices #7
Description
As a first example of the kind of best practice documents that I'd like to write for this project, I'll start with voice selection as this nicely complements the work that has been done on the Web for identifying recommended voices and issues with the Web Speech API's getVoices().
Expected sections:
- offline availability
- language and regional preferences
- system defaults
- voice quality
- and the remaining other traits that are more platform specific
