[Utility] Map sgds color tokens to tailwind

Proposal

As part of the creation of SGDS utility tokens, we are utilising tailwind to generate developer friendly css class tokens backed by SGDS css variable tokens

1. Check with designer what colours to expose as css class tokens. Semantic only? Or include Primitive colors?
2. Generate the colours with tailwind genertor
3. Document usage on storybook

Motivation and context

To enable easy replication of templates and patterns by developers. We avoid them having to write their own CSS.

Another benefit is that we have control the value of their colours, so that developers do not deviate from the colours in the design system
