Setup Grafana / Prometheus scrapers

Action Plan

1. We need a way of shipping logs when running the application locally so that it can be used in Grafana. Use loki log shipper for that.
2. We need a way of scraping prometheus metrics locally when running application so that it can be used in grafana.
3. When we think of a dashboard idea that will be actually useful for local development and debugging, create basic dashboards
