Admin cannot change their own team role if less then Owner

Current Behavior

If an Admin user is not a member of a team, they are able to modify the roles of individual members of the team.

If an Admin user is a member of a team, and their role is < owner, they cannot modify roles of individual members of the team - the UI hides the option.

We should be consistent in behaviour - admins should have all the fun

The workaround for anyone in this situation is to ask another Admin, who isn't in the team, to make the change for them.

Expected Behavior

An admin user is able to modify team roles of a team they are in

while fiddling with this bug I found another which restricts admins that are team members with lesser team permission to access the main side menu. I created #6475
