Device agent Docker container should have all the same pre-reqs as the Node-RED container

Description

The current device-agent container doesn't include all the same pre-reqs that the ndoe-red container does (e.g. openssl)

The container should have all the pre-reqs as it is running Node-RED

@hardillb did #350 address all the differences or were there others to consider (beyond what was needed for openssl)

There are others, but it needs a full comparison doing as some are things like ssh and git which are included in the NR container for projects, which are not used by FF/device agent.

openssl was the major one missing (especially as the OCPA nodes need it to install properly)

(also this should probably be back ported to the 2.8 branch)
