Fix conformance badge

We think our CWL conformance badge in the Toil README is not working reliably; it might not be rendering a badge when the most recent CI run didn't include the CWL conformance tests, or something.

It looks like this might be a Gitlab bug, where it just won't see the job you are asking for the artifact from because other jobs ran with different names: https://gitlab.com/gitlab-org/gitlab/-/work_items/515864

There's a search_recent_successful_pipelines=true query parameter that can supposedly work around/fix this as of Gitlab 18.7 (see https://docs.gitlab.com/api/job_artifacts/#download-job-artifacts-by-reference-name), but it needs to be feature-flagged on.

It looks like using the feature flag and query parameter doesn't actually work for our use case. It might be because the API only lets you ask about pipelines on the commit the branch is currently pointing at, rather than pipelines that ran on the branch when it pointed to a different commit, as mentioned in the comment thread I replied to.

If Gitlab can't actually be made to manage the artifacts for us, we'll have to upload the artifacts to stable URLs somewhere, like maybe cloud storage.

OK, the real problem is the new flag we need is not available on the single-artifact API endpoint. I have a feature request open for this: https://gitlab.com/gitlab-org/gitlab/-/issues/585158

Can we just patch our live Gitlab?
