Instrument table height should be no greater than number of entries by default

When the total number/size of label entries on a given instrument page is below a certain height, there's empty white space at the bottom of the adjustable table:

I think in such cases, the page should load like this by default:

Or in other words, the max table height should never exceed the existing labels.
