Proposal: Document discovery mechanism for IoT devices

During today's meeting, @stevespringett suggested enhancing TEA's usability for IoT devices by enabling discovery of TEA services from the device itself: embedded devices with an HTTP server could also expose the .well-known/tea endpoint to advertise the location of the TEA service.
