Charter supporting documents that were ratified by JUNO#319 are absent from the Juno council repository

Abstract

As this council repository serves as a source of truth for the Juno Charter to incrementally build upon ratified charter documents. I think it is important to include these supporting documents.

I noticed the absence of these supporting documents when trying to reference a definition of the rights and responsibilities of the Juno Development Department.
