Show/Hide HEI hotkey works while typing in chat

Version: 4.29.13
Steps to reproduce:
1. Open inventory to check if the overlay is enabled
2. Open chat
3. Press O or whatever hotkey `Show/Hide HEI` is bound to
4. Open inventory again and see that the overlay was toggled

This also happens in the pause menu, main menu, mod options and probably every other UI
