An empty summary page is shown after completing activity with no alerts, no Score IDs and turned ON Summary

Preconditions
User is logged in on website:
test-user1@com.us / qwerty
There is the activity with the configured report (My applet 6/ Edit test (No score IDs)).
There are no Score IDs created, the "Show Summary" is allowed. Alert options are specified in the activity (radio Option 1, checkbox Option 1, slider Option 0).
There is the activity with the configured report (My applet 6/ Edit test (No score IDs and alerts)).
There are no alerts added to the activity.

Steps to reproduce

1. Complete the Edit test (No score IDs) activity on website, by selecting no alert options.
2. Submit answers.
3. Pay attention to the Summary page.
4. Complete the Edit test (No score IDs and alerts) activity on website, by selecting any options.
5. Submit answers.
6. Pay attention to the Summary page.

Actual result
An empty summary page is shown after completing activity with no alerts, no Score IDs and turned ON Summary

Expected result
If the editor turns on summary screen without scoreIDs or alerts, then no summary screen is shown.
If the editor turns on summary screen without scoreID but with alerts,
-with alert state then the alert section is shown on summary screen without scoreIDs,
-without alert state then the summary screen is not shown.
