Current Behavior

Recent changes in the directory structure and file names in the geoview navigator directory necessitates a change in file path and file names for the configuration files .

Expected Behavior

will ignore error config layer files with load errors

Will also not include 12-package-time-slider-custom-time-slider.json,13-package-geochart-geochart.json,14-package-swiper-swiper.json ,16-package-area-of-interest-aoi-panel.json which are just the configs for each package and not a whole geoview load file.
These files are however loaded by the Viewer and are a separate config file not contained in the geoview config file which cause problems since they aren't integrated in the config file so when users edit the file they wont be able to edit the config for the plugin.
