address run time Analyze_mode_access.mac

this takes >1hr per year/scenario; currently commented out in batch file; if this were to be ran the whole run would take ~10hours; commented out it takes ~1.25hrs; making issue so I remember this is commented out and would like to address in the future; short term solution could be adding prompt asking if this should be ran
