Make billing code aware of multiple clusters

Motivation: The goal is to make adding new clusters for billing seamless.

This will require a bunch of refactoring to make the code handle multiple clusters.

Alternatively I am thinking if we could make some code changes to reuse the same buckets for different cluster, and then use helm to generate cronjobs from a template.
