Implement prif_allocate_coarray(final_func)

The `final_func` argument to `prif_allocate_coarray` is currently ignored/unimplemented.

Fixing this will be important to help compilers support allocatable coarrays, and coarrays with components that are allocatable or have user-defined finalizers.

Some relevant example code is archived in PR #191
