Hotbar customization

I have seen other packs move where the hotbar is on the screen. And with Microsoft moving it to the bottom of the screen I want an option to put it back where it used to be. And you could put in options to put it in other locations too.

We may be able to make a retro pack for it, will tag as such for discussion. But idk about moving it to other locations; needs more discussion and more requests
