Use 1.0.0-beta.1 as initial version

Once a package releases as 1.0.0 (GA), no breaking changes (behavioral or API) can be made without a major version bump. 

To allow for iteration based on customer feedback, start with `1.0.0-beta.1` to signal that the API may change before the 1.0.0 GA release.
