Decide on package scope (@microsoft, @azure, or other)

The package currently doesn't have a clear scope. Consider using:
- `@microsoft/...` 
- `@azure/...` 
- Another appropriate scope

The package name should align with whatever scope makes the most sense for this type of package. If `@azure/` is chosen, the package name should start with that scope.
