Clean up 'azure-resource-provider-folder' from the existing specs in main

After it's deprecated from the typspec-autorest emitter, we would like a cleanup on all the existing specs in main.

We may start with the specs using folder structure V2.

Based on the folder structure migration status, we will revisit if we want to extend this cleanup to the specs using folder structure V1.
