sorry for answering so late.
It is possible to create the virtual environment on Windows by deleting the lines of those libraries in environment.yml.
They are not needed to run the real_robot simulation, so you can develop and test your algorithm on Windows without those libraries.

However, the submissions will ultimately run on an Ubuntu machine, so any library that you will need to add for your algorithm in the environment.yml must be available on Ubuntu.
Also, the deleted lines must be restored in the file before submitting.

So, it is possible to develop your algorithm on Windows but we would recommend to also have an Ubuntu Virtual Machine installed where you can test that everything works properly before submitting.
