Consider moving schema from various CI/CD repos into this repository

Many of the CI/CD repos have schema that verify CI/CD configuration details. Maybe they should be housed in here instead?

Some examples:

• build-ci: https://github.com/ACCESS-NRI/build-ci/tree/main/config
• build-cd: https://github.com/ACCESS-NRI/build-cd/tree/main/config
• access-om2: https://github.com/ACCESS-NRI/access-om2/tree/main/config
• access-om2-configs: https://github.com/ACCESS-NRI/access-om2-configs/tree/main/config
  And probably some more!

There are some good reasons to keep them together - being able to test the .json files validity locally and in the same repository is one of them.
