Should we remove all the orphaned/unused code files

There are various files in this repository which are unused, e.g.

- `serial` folder
- `drivers` other than access/auscom
- ++

Should we remove these for clarity? They would still exist in the git history and https://github.com/CICE-Consortium/CICE-svn-trunk
