No way to resolve dispute if settlement offer is ignored

I disputed a signaling proposal that had been up for a long time with no activity because I felt like it was no longer relevant, proposer did not take action when the proposal was challenged, and I should therefore be able to win the challenge by default but there is not option in the UI to do that:

So it won't raise to Celeste because the Proposal dont did action? It's UI or Gardens vs Celeste design interaction change?
