feat: Build a real-time data stream for reconciling with on-chain data

Use case:

• A transaction exists on the chain, but has not been inserted into the database.
• Non-transfer transactions should not have the corresponding amount added in the database.

Batch calculations are performed every 10/60 minutes for reconciliation.
