VxScan: don't require a restart in response to scanner popping open (even ever so slightly) during a scan

Was doing some quick VxScan state machine stress testing notes here (essentially trying to get it to crash and require a restart) and it remains solid!

The one case I found that reliably causes an error requiring a restart (that's not of actual concern) is popping open the scanner while a scan is in progress. Wondering if this may explain some of the errors requiring a restart that we see in the field. If the scanner ends up popping open even slightly for a second. Should be easy to see in future logs.
