GMAG coordinate transforms

We should have a coordinate transform routine between GMAG HEZ coordinates and GEO coordinates (which could then be transformed to GEI, GSM, or whatever...)

It might be easier to manage if the gmag load routines put the station longitude and latitude values in the data_att structure. We could also require this for the inverse transform.
