Support adding labels to nodes

Support setting labels to master and worker nodes in the main terraform file

Describe the solution you'd like
By setting labels in the inventory is a way we can keep track of them and commit them to code

Describe alternatives you've considered
We keep a group_vars file with the labels to apply with a separate ansible playbook

Additional context
When we run a cluster_upgrade.yaml we would make sure that the labels dont get removed and persist upgrades.
