There are many free chapters available, but only chapter 1 can be downloaded. (For example, this manga also has chapter 7 available for free, but HakuNeko only shows chapter 1 as free.)

On your screenshot, only 1 chapter is free, the other costs credits, make sure to login within haku to use your credits
Edit: my bad, the screenshot was about chapter 7 being also free
